Position: Project Funding Coordinator for the Snake River Salmon Recovery Board

Text: Description On behalf of the Snake River Salmon Recovery Board Walla Walla Community College is accepting applications for the position of full-time Project Coordinator. The successful candidate for this position will be an employee of Walla Walla Community College and will be located at the Snake River Salmon Recovery Board office in Dayton, Washington. This position will be responsible to the Executive Director and the Snake River Salmon Recovery Board. Background The Snake River Salmon Recovery Board (SRSRB) was self-created pursuant to RCW 77.85.030 for the purpose of developing and implementing a salmon recovery plan. The SRSRB is structured as a committee that recommends policies, programs, and funding consistent with the regional recovery plan (2011) to those with the authority to implement the recommendations. The SRSRB is also the Lead Entity for the Snake River Region. The Lead Entity program was authorized by HB2496 for the purpose of developing a strong, locally based effort to deliver habitat projects for salmon recovery supported by science and local communities. The mission of the Snake River Salmon Recovery Region Lead Entity is to ensure salmon habitat is preserved and restored for current and future generations. The SRSRB also serves as the Tucannon Habitat Programmatic (Federal Columbia River Power System 2008 Biological Opinion project) implementation lead. The vision statement from Snake River Salmon Recovery Plan for SE Washington (2011) is to Develop and maintain a healthy ecosystem that contributes to the rebuilding of key fish populations by providing abundant, productive, and diverse populations of aquatic species that support the social, cultural, and economic well-being of the communities both within and outside the recovery region. The vision statement includes: 1) meeting recovery goals established by the National Marine Fisheries Service for listed populations of anadromous fish species and by U.S. Fish and Wildlife Service for bull trout, 2) achieving healthy and harvestable populations of listed species in affected sub basins, and 3) realizing these objectives while recognizing that local culture and economies (agriculture, urban development, logging, power production, recreation, and other activities) are beneficial to the health of the human environment within the recovery region Job Purpose and Summary: The Project Funding Coordinator is a full time position with key responsibilities of serving as the Project Funding and Lead Entity Program Coordinator to promote, support, and coordinate project implementation; assist sponsors with proposal development, manage an implementation work schedule and to track and report accomplishments using the Habitat Work Schedule database. This position will coordinate the Lead Entity Committee, a subcommittee of the Board, and provide support to the Regional Technical Team (RTT). The purpose of the Lead Entity Committee is to fulfill the requirements of the citizen's committee pursuant to RCW 75.46 (HB2496 Salmon Habitat Recovery Funding Act). Specifically, this includes establishing and prioritizing projects within the Snake River Salmon Recovery Region on behalf of the SRSRB Lead Entity. The RTT was formed to provide technical support to salmon recovery efforts in the Snake River Salmon Recovery Region. Specifically, the position will maintain and manage a list of salmon recovery projects within the Snake River Salmon Recovery Region with input and coordination from the RTT, Lead Entity Committee, Lead Entity Co-Leads, and regional project partners. Project management includes tasks such as summarizing, assessing, compiling and reporting projects to local, regional, state and federal entities. The Position will also facilitate development of projects identified in, or consistent with, the priorities established in the Snake River Salmon Recovery Plan. Facilitation of project development and funding coordination includes working with potential project sponsors to identify projects, leverage cost-share, identifying project funding and provide technical assistance for project proposal development, co-writing grant applications with local project sponsors, and assisting project sponsors with project implementation as requested (applications, permits, design reviews, construction assistance, etc.). The Position will conduct annual or more frequent regional project tours, report regional accomplishments and provide updates to the Lead Entity/Regional Organization. As support staff for the RTT, this position will prepare, assess, and coordinate activities and information related to the regional technical team. The Position will maintain a set of RTT operating principals, RTT membership, and records (agenda, meeting notes, files and documents) related to RTT activities. This position will be based in Dayton, WA but regional and statewide travel will be required. This position will be supervised by the Snake River Salmon Recovery Board Executive Director and is funded by the Lead Entity program and the Regional Organization program. Essential Duties and Responsibilities: The duties and responsibilities listed below are representative of the knowledge, skill and abilities required to meet the expectations of the position. This position will work closely with other SRSRB staff, including the Tucannon Habitat Program Coordinator, Database Manager and Monitoring Coordinator, Administrative Assistant, and the Walla Walla Community College Business Services Office. P roject Funding, Project Support, and Related Tasks (depending on the time of year, approx. 40% time) Identify additional funding sources for habitat implementation, assessment, planning, and monitoring for use by project sponsors in the Snake River Region.Develop applications and grant proposals for submission to the Salmon Recovery Funding Board, Floodplains by Design program, NOAA, BPA, the McNary Pool Fund, the Fish Barrier Removal Board, and other federal, state, and local grant sources. As support staff for the RTT, this position will assist the Director with the daily activities related to the regional technical team. This position will maintain a set of RTT operating principals, RTT membership documents, and records (agenda, meeting notes, files and documents) related to RTT activities. Review and comment on technical and planning documents and provide regional technical review and input for projects (SRFB, NWPCC, USACOE, etc.) Facilitate technical VSP/ESU review, stock status review, and related input for recovery plan updates (BiOp, NWPCC, Mid-C rollup, etc.) Participate in local technical issues (Mill Creek Work Group, priority areas/action review, IMW, CHaMP, etc.). Develop and maintain effective communication with project sponsors and participants. Respond to requests for documents and data, general office support and communication. Maintain effective records for projects. Lead Entity Coordination and Related Tasks (depending on the time of year, approx. 40% time) Coordinate the Lead Entity Committee including; the facilitation of Lead Entity meetings, development of project ranking and complete the required Recreation and Conservation Office (RCO) contract deliverables.Work with the Conservation District co-leads as required to maintain committee membership and committee by-laws. Maintain a salmon recovery project list and 3-year work plan for the Snake River Salmon Recovery Region in the Habitat Work Schedule data system. Update and maintain Lead Entity projects in the Habitat Work Schedule database. Develop project summaries and reports and to communicate with project sponsors and LE participants related to the Lead Entity process. Communicate the Lead Entity efforts through the SRSRB web site, oral presentations and requests for information. Maintain effective records for projects. Additional Tasks (approx. 20% time) Develop communication and outreach tools in support of project development and as directed by the Board for legislative outreach Provide planning and logistical support for regional conferences, symposia, and workshops, including coordinating and facilitating meetings and informational workshops on the Salmon Recovery effort and for the identification of additional projects Assist with data compilation of existing monitoring data, and synthesize these data into concise summary reports.This could include drawing from the Asotin IMW Monitoring project reports, Tucannon Habitat Monitoring reports, or available fish management data, etc. Assist SRSRB staff with the maintenance of the SRSRB web site. Other duties as assigned. Competencies Required Knowledge, Skills and Abilities: Knowledge and experience in grant writing. Knowledge of the State of Washington salmon recovery planning and implementation process. Knowledge of local, state and federal project permitting requirements. Experience with State of Washington; Lead Entity Committee, Habitat Work Schedule, State of Salmon report, and Resource Conservation Office programs. Strong background knowledge in natural resources management, agricultural/environmental issues, applied fluvial geomorphic process, best management practices and conservation principals. Ability to build consensus among diverse stakeholder groups and to communicate effectively; work with public, private landowners, staff and others in a professional manner. Ability to express ideas clearly and concisely orally and in writing, with technical writing skills and/or experience in grant writing. Knowledge of office procedures, methods and policies, including proficiency with computer programs including; word processing, spreadsheet/data management, desktop publishing, and presentation software. Experience with database management systems and GIS. Ability to prioritize and complete tasks under deadline with minimal supervision. Ability to work independently, self-initiate duties and prioritize work as assigned. Ability to perform work in the field in inclement weather conditions, and in wet and riverine environments. Ability to work a flexible work schedule. Education and Experience This position requires a Bachelor's Degree in natural resource management or similar discipline and at least two years of natural resource management or similar experience. Individuals with an equivalent combination of education and experience will be considered for the position. Strong consideration will be given to applicants with a B.S degree or demonstrated proficiency with applied river geomorphology, river restoration, meeting facilitation, and grant writing experience. Valid driver's license required. Must have the ability to attend meetings and workshops outside of regular work hours. Conditions/Terms of Employment This 250-day position is exempt from the provisions of the Fair Labor Standards Act. Persons hired must be able to provide acceptable documentation of lawful authorization to work in the United States within three (3) days of employment. Walla Walla Community College (WWCC) is the fiscal agent for the Snake River Salmon Recovery Board. As such, this position must follow WWCC policies and guidelines. Candidates may be subject to a criminal history background check as a condition of employment. Information from the background check may not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position. Compensation and Duration The compensation will depend on experience and qualifications, but annual salary will be between $55,000 and $65,000 with opportunity for annual salary reviews based upon performance. Compensation for per diem (mileage, airline tickets, lodging, meals, etc.) will be provided. The reimbursement for per diem will be established by the Office of Financial Management of the State of Washington and will be provided. The college has an excellent benefit program including paid sick leave and vacation leave; medical, dental, life, and long-term disability insurance; retirement and two optional deferred compensation programs. All full-time employees will automatically have 3% of taxable income deferred into the State of Washington Deferred Compensation Program (DCP). All administrative exempt staff set aside 1% of their gross salary in a Health Reimbursement Arrangement (HRA) (VEBA). All exempt employees are required to participate in this program. Walla Walla Community College requires all employees to participate in direct deposit for payment of salary.
