Position: Engineering Manager 3

Duties: This position will direct the technical resources that support nuclear plant and system engineering, maintenance support, configuration management, and that support facility safety. In addition, this position will provide technical and administrative oversight to ensure compliance with conduct of engineering program requirements. Engineering Services, Group ES-EWMO provides facility support for the LANL Environmental Waste Management Operations. The successful candidate will provide direct technical and administrative leadership to the deployed ES-EWMO group, which includes system engineers and support staff as well as providing technical direction to project engineers as assigned from the Engineering Project Delivery Group. The Facility Engineering Manager will be responsible for the execution of all engineering work required supporting nuclear operations, including programmatic activities, and maintenance activities within EWMO Facility Operations Directorate and the environment and waste management facilities. The Candidate will be leading and motivating multidiscipline engineering teams. The Facility Engineering Manager will be deployed from the Engineering Services Division and will take day-to-day direction from the EWMO Facility Operations Director; Serve as the Engineering Services Management point of contact for the environment and waste management facilities. Ensure that technical deliverables comply with applicable federal, state, and local laws, regulations, codes, and standards; Ensure that system and facility engineers are assigned to provide technical support and oversight to all vital safety systems and facility support systems within the EWMO facilities; Assign qualified engineering resources as required to support projects being design and implemented within the facility; Ensure that all technical deliverables are developed in accordance with the LANL Conduct of Engineering (CoE) policies and procedures; Provide leadership in ensuring that system health reporting, vital safety system assessments, engineer qualifications, and resolution of engineering assigned issues are completed on time and maintained current; Participate in forecasting staffing requirements, developing and managing budgets, monitoring group performance, and initiating personnel actions when necessary; Ensure that safety processes, policies, and practices are followed by assigned personnel to support worker and facility safety; Facilitate communication and consensus among various customers and stakeholders; Serve as Design Authority Representative for assigned facilities to ensure proper reviews are conducted for changes, the safety basis for the facility is maintained, and facility configuration is properly reflected in technical baseline documents; Conduct manager walk downs
Requirements: Minimum Job Requirements: Demonstrated technical experience in system engineering, project engineering, project management or design engineering; In-depth knowledge of design development processes and configuration management; In-depth knowledge and experience with process design change implementation; Demonstrated experience in developing and implementing safety basis controls in Department of Energy nuclear facilities or a commercial nuclear facility implementing NRC regulations; Knowledge of industry/regulatory codes and standards, engineering procedures, project controls, and design criteria in all engineering disciplines; Experience in implementation of a quality assurance program, such as DOE O414.1D and ASME NQA-1; Excellent communication and interpersonal skills (verbal and oral); Proven ability to resolve technical and personnel conflicts and build effective teams; Demonstrated capability in successfully managing customer relationships; Education: BS degree in engineering from an accredited college or university; Desired Skills: Previous management experience in an engineering organization; Experience developing technical bases for engineering support of estimates and budgets; Experience with LANL policies, operations, and programs; Demonstrated successful experience managing a matrix type organization; Knowledge of the technical and regulatory basis for the waste management facilities at LANL, their current and future missions, and the potential for impacting them with sound facility and system engineering knowledge and decisions; Registration as a professional engineer
